Central government administration
An agreement was reached between Fjölís and the Government in June 1998 on photocopying in the central government administration after several years of negotiation.
The agreement is based on a statistical survey that took place in late 1997 in the central government administration. According to the agreement, the total number of photocopies of protected works is 2,290,418 pages each year including copying for private use.
The parties were not in agreement on the understanding of the “private use” provision in article no. 11.1. in the Icelandic Copyright Act. Fjölís and the Government finally agreed on a 15% deduction from the total photocopying of protected works as private use. According to the agreement this shall be changed if the provision is amended, or if the parties come to an agreement on the interpretation of the private use clause.
